PSE 10 and measuring angles

So today I read this awesome tip about using the ruler tool in Photoshop to angle your paper to match another element on your page (such as when aligning pictures and papers to shapes on a template). Turns out, it's not for Elements. Does anyone know of a better way of measuring angles in Photoshop than drawing a line along the shape you want to measure and watching the info box? Does anyone have experience with a tool called Meazure 2.0 (it appears to fit the bill, but I'm not sure if it's safe/reliable). Thanks for any input!

Awww - I thought as I read your first line that you had a new tip for us.  Nope, I don't know an easy way, and I haven't heard of that software.  Sorry.
